How to overcome the shy character of the CsW

Upbringing I have a serious problem with my She dog Birba, which is 6 month old now.

She is really beautiful and very attached to me, but she is very SHY. She is too frightened from people, I can't walk her out at all. Whenever we are out she starts panicking and jumping in the air, as soon as she sees anyone trying to approach her.

My veterinarian advised me to give her a tranquilliser KILLITEM (very light dose) an hour before taking her out, but the problem remained. She is always very scared, then she changes completely when we return home. She starts to breath & to act normally. I used to force her every day to take a walk among people, but she got worse.

I don't know why? She never had bad accidents or bad experience since she was a puppy. She lives with other three normal dogs, she is so happy with them, even she plays aggressively with them. Although she adores me at home, she never listens to me when we are outside, she doesn't even see or recognize me. She thinks only how to escape & to run away.

Many experts told me that this problem will remain forever, I should forget about trying to socialize her among people, cause this is her character which inherited it from her wolves ancestors. Is that true?
