For sure it was decision of the breeding committee: if the owner made the x-rays and the teeth is there (on the x-ray picture) some judges write C12 but don't pay any attention to it while counting the Px. Other judges write it not into the bonitation code but to the "comments" ("Nota:") on the bonitation card and also don't take into consideration that the tooth is not visible.
So there are two ways to act if the teeth is missing. One thing is always the same: if one teeth is missing for 100% (it is not visible on the x-rays) it means always P14.

...but we talk now only about bonitation. According the breed standard even two P1 can be missing and the dog is still "excelent" (for example on the dog shows). For more info see "DIFETTI :" in the Standard F.C.I.
