Well I am Czech! And I can confirm you, that "vlcak" does not mean "shepherd". "Shepherd" would be "ovcak", from the word "ovce" which means "sheep". Examples are "Nemecky ovcak - German shepherd" or "Belgicky ovcak - Belgian shepherd".
"Vlcak" comes from the word "vlk" which means "wolf". The best translation for "vlcak" then is "wolf-like" or "wolfdog".
