Default Breeding dogs with wrong elbows (ED question)

I can not find answer here and I start new topic.

We have dogs with bad results with elbows in italia. But good results with HD. Not only italian blood but also czech. Breeders use them and say dogs are healthy and ED is no problem in CLC. What you think? I know 0-0 is for good elbows but what is bad result? What dog you use - only 0-0 or also 1-1 or 2-2?

Only 0-0, there are still enough of them. What will change with this breeding policy

It depends on the specific country and on the specific breed.
