I such cases all you need is to visit a vet and ask him to see the dog, tell him the whole story and ask him to write into the health book that the tail is broken. It should be enough - I know a CzW without an eye and because he is still looking good he get titles on dog shows. Sure from time to time you will meet a judge which will pay attention to it but according my observation such judges are really an exception...
Of course if you have bigger competition and in the ring are also dogs with "normal" tail it can have influence on the judge's decision... But sometimes it doesn't matter...
