May I offer some technical solutions? Your dog is pacing and he adjusts his tempo to your skating tempo. I think you may have him in front of you , not much, just a little, without pulling you, yet in more comfort possition for a dog. It is your duty to be careful and not to injure your dog, so the dog should go first and you should be careful to not ride into it. You may use such equiepement (see below) to avoid giving your dog pain while pulling him accidently.

The producer, Manmat, is well known in sledge dogs society and the harness is not made for pulling but for such sports like skating, bikeing etc. Sledge harness' are longer and you may see the difference here:
