I don't know why they did not take more care of the position. Do you mean with those x-rays it's not possible to have accurate angle mesure, or that differences can be up to +-15° ?
They conclude there was no dysplasia (no laxity, no Ortolani, no osteophytes, no Morgan line, no deformation, enough covering).
