In the EU it is allowed to cross the border with puppies under 8 weeks as long as they are in company with their mother which got all asked vaccinations.
And it is not very likely to get controlled on this route anyway.

But there still is no proof at all only excited postings.

Anyway I absolutely agree with Pavel, this is in the end a problem of naive and uninformed puppy-buyers that want a puppy as close at possible, at once and as cheap as possible. If they would get themself informed before they buy a puppy this problem wouldn´t have shown up. No bonitations, no character-tests, no x-rays, no clubshows with specialised judges, pairings repeated again and again, always stud dogs of the breeder or close by breeders are never a good sign.
