In the past I thought the same!
But the Dutch kennel organization did confirm me, that it was a decision of the scientific commission of the FCI that did made this decision in 1991.
And this info is also on the site of the RVBH (the Dutch kennel organization)

To be sure it is not only a crazy Dutch rule
