Pups with Pituitary dwarfism have an harmonic exterior, but are very small comparing with other pups in the litter. The pituitary makes to less hormones for example GH. When you see these kind of dwarfs in a young litter this is caused by genetic mutation.

With older dogs that are harmonic and don't grow anymore it can be also caused by tumor or radiation.

This is total different then for example achondroplasy or cretinism. These pups don't have an harmonic exterior.

I agree 100% only by testing we can be sure it is pituitary dwarfism
It is also not interesting at all WHO are breeders of dwarfs or to blame them.

But only with testing we can see how this gene fault is spread in the breed and provide combinations carrier x carrier (So there will not born more dwarfs).
And as long as we don't know how it is spread in the breed, it is not smart to make any other possible breeding polices.

some more info of the Dutch university about pituitary dwarfism you can find HERE

I don't know how old is the publication of M.B. Willis . I only know also in other breeds it is not seldom and still dwarfs are born.
In those breeds there are also breeders that don't test anything and are telling they have the most healthy dogs in the breed.
And of course they tell only other breeders (who test) have dwarfs or other genetic faults in the breed.
