You are forgetting that we also have to follow the rules of The Swedish Board of Agriculture here and according to them you are not allowed to mate a bitch until the second heat yes BUT.... She also have to be at least 18 months old. (no special club can change that)
And when it comes to the
Code of ethics for members of the Swedish kennel club it says;

to not allow bitches to give birth to more than five litters. If a bitch has two litters within 12 months it must then be given at least a 12 months rest before the next whelping.
