Ok, I normally don`t walk around in any oldtown after midnight....
Here in my place you will only meet some
Homo non sapiens -criminalis or - with a little more luck -
Homo alcoholicus 
if you are walking around after midnight.
( Sometimes you also may meet both species together...
)
But may be it´s different in your place, I don´t know...? If I read what you have posted it seems to me that you even have wild
running around in your capital... but ok- may be only after midnight!!
