Height and character are features inherited by more genes. So in this case you can work only on statistisc.
To not care for it some things are cleary regulated by the club (and some already by FCI). In the breed standard is clear:
- too small dog = disqualification,
- shy dog = disqualification,
- dog with missing more than 2 teeth = disqualification,
- dog with HD-D or HD-E = disqualification,
- kryptorchism = disqualification,
Nobody says: "if you use a kryptorchic dog some puppies will be normal, so why not use them?" Nobody says: "If you use a dog with strong HD (HD-D), it is possible some puppies with be HD free, so we can use him". Because it is simple: it is forbidden to breed with such dogs.
Why? The answer is easy: why to use too small dogs, if there if enough dogs with standard height. Why to use shy dogs, if there is enough dogs with good character. Why to use ill dogs, if there is enough healty dogs. And, and... Now the population is pretty big so we can finaly make a proper selection...
Maybe with Cutt there will be not bigger problems. But it is a case to talk about for the future: all "super reproductors" HAVE to be tested (bonitation, ED, HD). It is no problem if we have a ill/untypical dog which have only ONE litter. But a father of 100 puppies can really be a danger for the big part of the population...
Simply said: a super reproductor must be super, not only because of super number of puppies, but also super according the breed standard....

Of course there were such dogs - mainly born in 1980-1985. In that time the was very high inbreeding by this breed (sometimes even 30-50% Wright!!). And it caused some degenerations and the inbreeding depression where one of the signs was very small height. So the club had to use such dogs for breeding too. But this problems are gone a long time ago...
To make it more complicated

- of course you will also find some dogs with 64cm also some years ago, but what you can't read in the database is: the dogs get P3 but also the note "nechovny" (which means "not admited for breeding", what it the fact in CZ and SK means P14) so none of this dogs had any litters...
