It is good and often discussed question. So far there is no answer to it because there are really differences between the judgements. But I heard the vets from different countries try to work together to make one "pattern" for all EU-countries...

No, the HD has nothing to do with inbreeding but it has something to do with genetics. Hartl says that it is visible that displasy is inheritated in some lines more and in some lines less. But you can also see displasy is much more common by dogs in "old type" ("GDS type": longer, heavy with deeper angulation) than by wolfish dogs (light and shorter).
