A while ago I came across this article. Any comments of it relyability?

Well what I know from living at the Czech Border to Germany and knowing Border Police People is that they defenitly had no dogs out of that kennel. Not at our area and as far as we were told not in others. They have dogs from the Czech Republik like the German Police does because they nowadays buy dogs that are health checked and trained to some amount, that is simply cheaper and you don´t end up with a puppy that can´t be used as an adult.
But those dogs don´t come from the Czech Border Police but from private breeders.

The author of the article states that the z Pohranični stráž was established by 1955, the same year the CSV experiment started. What is the link between the mentioned Mr. Novotny and Mr Hartl/Rosik?

The breeding of czech GSD for Police and army is not "under " czech army already. Now are here two police kennels "Od Policie" and " Z Pohranicni straze". We have about 300 pups early and in this two kennels is about 60 females.
But in time of "making" of csv was not good feeling from them between some "army and kynologican" goverment.....They did not want create new breed. Cause process of legalisation of breed was so long......
