Yep, only JKC knows that...
For example in Norway and Denmark some breeds are banned by law even if they are recognised by the FCI... CsV is still banned in Norway by law, and in Sweden the Swedish kennel club did not recognised CsV until 2007 even if they was allowed by law in 1997 Therefor I think you are to trust JKC´s answer only in this matter.
